trucks enter service in 2013
As Germany with Toll Collect, France will introduce a toll for trucks in 2013. This measure ("eco tax heavyweights), which is part of the Grenelle Environment to fund the maintenance of road infrastructure and contribute to a sustainable transport policy, also responds to a European directive. It will first be tested for three months in late 2012 Alsace. It will then be applied to 15 000 km of track, including 10 500 km of national highways. The State has chosen last January, after a call for tenders, the Italian company Autostrade ally in the framework of a consortium Thales, SFR and SNCF for collecting this tax.
The roads in question should be shortly defined as part of an order, finalized. It should include 15 000 km on 4000 pieces. This tax, from 12 cents per km, will apply to lorries over 3.5 tonnes, 800 000 in total, including 250 000 from other states. The tax will be determined by the level of pollution. In this connection it is worth noting In Germany, the share of modern trucks and low emissions of 12 tonnes and over, increased from 1% in 2005 to 55%. The toll has virtues for the environment.
In France, revenue is expected to return 1.2 billion euros per year, including 750 to 800 million euros donated to the agency for financing transport infrastructure in France for road maintenance. In comparison, Toll Collect worth 4 billion euros in Germany including 600 million paid to the carriers in the form of grants for equipment for particulate filter system for guiding or training. French hauliers are calling for a similar device.
To date, four countries in the European Union have already put in place a tax on heavy goods vehicles (Austria, Czech Republic and Slovakia). Poland should do this year and it was the turn of Hungary and Belgium in 2013 or 2014. France is therefore in the European movement.
